The 2026 State Water Project allocation remains 45%; the draft 2027 budget assumes 100% for planning and would shift $793,000 in potential costs to reserve funding. A director cited $1,348 per acre for about 2 acre-feet. Staff projected about 20,000 acre-feet of carryover and discussed spill safeguards. An extra $424,000 transfer to Tri Counties was not a duplicate bill payment. A grower raised oilfield wastewater concerns near western groundwater. The draft budget returns in November.
Staff raised copper dosing to the kill rate for golden mussels and will monitor the response. Class 1 allocation remained at 100%, Class 2 was at 0%, and staff cited an 83% chance of a major El Niño. Crews planned to begin temporary berm work at Poplar the following Monday, then move to Jack, aiming to prepare both for recharge before Thanksgiving.
DWR found two subsidence deficiencies in the Merced Subbasin groundwater plan. Staff aim to resubmit by April 6, 2027. Satellite data showed roughly 1–2.5 feet of land-surface decline in affected areas from June 2015 to June 2025, with one localized area approaching four feet for reasons not yet clear. Staff reported no significant changes to the 2023–2025 allocation and said about 450 well flow meters were read over the past year to help refine groundwater accounting.
Tule Subbasin managers are struggling to avert a potential state pumping moratorium near the Friant-Kern Canal. Staff presented a proposed 2027 budget up 2.9% and proposed keeping Tea Pot Dome’s groundwater accounting method. The current allocation totals 1.04 acre-feet per acre, but the 2027 figure awaits updated precipitation data. A November vote is expected; future subbasin coordination could change the method.
Staff reported 409 of 1,500 wells registered. Wells unregistered by October 31 will not have 2027 dashboard allocations loaded; no allocation-volume change was announced. Workplan updates covered groundwater quality, interconnected surface-water monitoring and subsidence. The three Kaweah GSAs are reviewing a supplemental supply framework. The board accepted financials ($3.05 million in bank accounts; $489,969 year-to-date net income) and adopted Resolution No. 2026-04.
