1. DWR requested more information on the 180/400-Foot Aquifer Subbasin plan by April 30. The California Department of Water Resources is reviewing the subbasin’s five-year evaluation and a plan amendment prepared in 2022. Its supplemental questions focus in part on ongoing seawater intrusion and the path forward for projects and management actions. Staff described the request as part of DWR’s continuing review, not a finding of inadequacy. The two groundwater sustainability agencies plan to collaborate on a response using information developed since the evaluation was submitted in January 2025, including feasibility-study work expected to wrap up by the end of March. Staff intend to bring the response to the committee at its next meeting. They will also explore inviting DWR to meet in person with local stakeholders; no date was set.
2. Periodic evaluations and possible plan amendments are planned for January 2027. Staff outlined work on periodic evaluations for all six subbasins and potential amendments to their Groundwater Sustainability Plans. Topics include groundwater-level minimum thresholds, water-quality criteria and a possible adjustment to the seawater intrusion measurable objective. Staff said their analyses indicate that pushing the intrusion front back to Highway 1 is infeasible; the committee did not adopt a new objective. Staff plan to put draft amendments forward for public review by the end of the third quarter of 2026, complete review and approval by year-end, and submit the evaluations and any accompanying amendments to DWR in January 2027. Water-year 2025 annual reports are due April 1.
