1. GSP evaluation due January 2027; amendments planned The five-year Groundwater Sustainability Plan (GSP) periodic evaluation is due in January 2027, and staff plans to submit amendments alongside it. The Department of Water Resources (DWR) called for changes addressing water-quality exceedances caused by extraction, even where the GSA does not directly regulate pumping, and for inclusion of conservation-release periods in the interconnected surface water criteria. Staff also cited subsequent DWR feedback seeking a clearer path to sustainability by 2042 through projects and management actions. Staff expects to bring components to the committees beginning around April or May 2026.
