Small Business Enterprise (SBE) program changes remain under consideration. Staff proposed seeking three SBE quotes for eligible purchases under $50,000, setting project-specific participation goals and designating suitable project work for SBEs, and requiring more detailed explanations when bidders reject SBE subcontractor bids. The committee did not vote on these proposals. Staff agreed to return with approaches for small procurements and project-specific goals, including resource needs, and to consult legal counsel as options are refined.
A rotation list could offer another route to smaller contracts. The committee discussed revisiting a former approach in which qualified small businesses are placed on lists for particular kinds of work and offered jobs in turn. Staff agreed to explore a draft process, including suitable work, possible dollar thresholds and the resources needed. No rotation-list program or threshold was adopted.
