1. No preferred seawater intrusion portfolio was recommended The Forebay committee heard an update on the Advisory Committee’s July 16 evaluation of three northern project portfolios. The Advisory Committee considered all three too expensive, voted to remove the largest alternative, and made no preferred-portfolio recommendation to the Board. By consensus, it supported further evaluation of Portfolio 3A, the small-projects portfolio and other concepts. Those include a Salinas Basin Water Alliance well-field concept extending from Gonzales north toward Somoview Road—not wells in the Forebay—and a deep-water desalination concept. Capital and operating costs, funding, and the feasibility of injecting water into the pressure zone remain open questions. Curtis said a Proposition 218 funding approach would require costs to be borne by those receiving the benefits; substantial state or federal funding could also be needed.
