1. The draft Demand Management Framework is headed to the board, but it activates no measures. Staff and consultants from ERI Economics outlined a draft framework containing ten potential measures—six agricultural and four domestic—and a proposed stages-and-triggers system. General Manager Pirat Harman said the board would receive the draft in October, with approval anticipated in November. Approving the framework would not itself implement a measure; further planning would follow. The Forebay Committee took no action on the framework.
2. Groundwater conditions would guide where action may be needed. The proposed system describes stages 0 through 4, from fully sustainable conditions to conditions likely to lead to state probation. Three long-term triggers would be evaluated every five years; four short-term triggers would be evaluated annually where applicable. Not every short-term trigger applies to every subbasin, and they are intended for the lower stages rather than stages 3 and 4. Forebay and Upper Valley participants emphasized the effects of drought and reservoir operations while also discussing possible long-term groundwater declines. No current stage assignments were made.
