1. Assessment Highlights Opportunities to Strengthen Shared CSIP Governance An assessment requested through the Department of Water Resources’ Facilitation Support Services program identified gaps in shared decision-making between the Monterey County Water Resources Agency (WRA) and Monterey One Water (M1W), which share responsibility for the Castroville Seawater Intrusion Project (CSIP). Assessor David Ceppos interviewed 30 staff members and directors across those agencies and the Salinas Valley Basin Groundwater Sustainability Agency (GSA). Interviewees described differing views of CSIP’s customers and beneficiaries, as well as competition rather than partnership; they also perceived limited public awareness of the project. Ceppos recommended that the agencies consider stronger shared governance, a unified outreach plan and a proactive approach to staff succession. Their water recycling agreement already provides a form of shared governance.
