1. Woodward Reservoir Recreation Set to Close October 16 The recreational license agreement with Stanislaus County is set to end October 16. Public recreational access to district-owned areas at Woodward Reservoir will be suspended while the district works to obtain the property rights needed to operate recreation. The board approved a not-to-exceed $240,000 transition budget through year-end for measures including security guards and cameras, barriers and locks, no-trespassing signs, two temporary maintenance workers, and equipment. Staff anticipates reducing some security coverage after roughly a month, once maintenance staffing is in place. The board also authorized procurement and empowered the general manager and general counsel to negotiate and finalize interim reciprocal-access and cost-sharing arrangements with the county. Potential law-enforcement services from the Stanislaus County Sheriff's Department are also part of the transition planning. The district’s goal remains to restore recreation through a concessionaire; no reopening date was set.
