1. Three portfolios carry preliminary capital costs of roughly $620 million to $1.5 billion; none was selected. Consultants presented updated modeling and costs for portfolios evaluated against seawater-intrusion and groundwater-level goals. Portfolio 1 includes the medium Brackish Groundwater Restoration Project (BGRP) with injection wells. The economist cited about $1.4 billion in capital costs for the portfolio, plus ongoing operations and maintenance costs. Portfolio 3B combines a smaller BGRP with Castroville and Eastside projects, including coastal injection; its presented capital costs were slightly higher than Portfolio 1’s. Portfolio 4 had lower capital costs but did little to address seawater intrusion. The committee is working toward a recommendation for board consideration in August, potentially through two July meetings, but members said they need more information.
