At its June 5 meeting, the Budget & Finance Committee approved its April minutes and received April financial reports. Staff demonstrated a preliminary FY 2026 parcel fee map using a proposed cropped-acre method; the committee took no fee action. Through April 30, revenue was about $37,000 above budget and spending was 65% of appropriations, though some invoices remained unposted. Members also discussed fee appeals and heard about the rural water-efficiency survey.
Staff outlined a conceptual phased approach to demand management, targeted for GSA board consideration this fall. Members emphasized Langley’s predominantly domestic water use and data gaps when developing future triggers, and supported a separate meeting on agricultural measures. The committee approved its March minutes, deferred the Water Year 2024 Annual Report discussion, and urged rural residents to take the water-efficiency survey at svbgsa.org.
The board delayed a vote on five groundwater-monitoring fees for about a month. Members debated whether wells pumping two acre-feet or less yearly could be excluded without losing needed data or unlawfully shifting costs under Proposition 26. The roughly $800,000-a-year program proposed recurring fees of up to $278.28 per well, plus a possible $160.16 initial fee. The Salinas Valley Basin GSA said grants could cover initial registration for about ten months.
